財團法人自行車工業研究發展中心成立於民國八十一年六月，由經濟部工業局與業界共同捐助設立，乃結合產、官、學、研所組成非營利事業之財團法人組織，所肩負任務，致力於自行車工業之產品開發技術、建立自行車檢測中心，以厚植我國自行車產業體質，增強國際市場競爭力。
中心在面臨國際經濟情勢環境變化之際，為能輔導業界多元整合及深耕發展，營業範圍發展至休閒健身器材及醫療輔具領域，並於九十二年正式更名為「財團法人自行車暨健康科技工業研究發展中心」，期能以自行車領先之成熟技術擴大服務範圍，為整體經濟貢獻一份心力與世界接軌。
Cycling & Health Technology Industry R&D Center was established in June 1992. Co-contributed and established by Industrial Development Bureau, Ministry of Economic Affairs and industrial sectors. Gathering Industry, Government, Academy and Research all together, it is organized as a non-profit foundation. It missions itself for research and development of technologies relative to the bicycle industry, establishing the bicycle testing center, so as to enrich the constitution of Taiwanese bicycle industry, and to upgrade the competence in the international market.
To face the rapidly changing international economic environment and to help the domestic bicycle industry for integrates multiply with further development, we extended our operating scope to the leisure health care equipment field and to the clinical equipment field by our matured bicycle technology. For broadening our specialized service scope and contributing to the macroeconomic by our advanced bicycle technology, we formally rename to the “Cycling & Health Industrial R&D Center”on 2003.
